 As california lottery profits soared, Gatz was inundated with applications for assistance, some 200 letters crossing his desk every week. He inherited from the art unions a formula under which 30 percent of profits went to mayoral relief funds (although it had usually been a lot less), 40 percent to welfare and charitable causes and 30 percent to the Cultural Fund. Off his own bat he reallocated priorities. From April 1962 profits were directed towards youth, culture and amenities for the aged, a policy that excluded a vast array of voluntary organizations such as sports, welfare and community groups. Initially, Gatz made no large payments, awaiting a government decision on an overall policy for lottery disbursements. Racing Conference
The most powerful testimony against bookmakers came from the principals of the Racing Conference and their allies-racing club stewards, breeders, owners, trainers and jockeys-all of whom called for the establishment of a comprehensive but controlled off course betting system in whose profits they could share. Each group had reasons for disliking bookmakers. Some jockeys in California lottery, for example, had come under pressure from them not to ride horses on their merits in order to encourage false odds. The success or otherwise of national lotteries in New Zealand had an inverse relationship with the success of community California lottery raffles and other forms of gambling. During the peak years of the Golden Kiwi and the Mammoth, between 1962 and 1966, the number of legal raffles fell and the renewal of housie permits dropped by as much as 80 percent in some areas. This was partly because the limits on ticket prices and prize lists had led many community groups to decide that running a legal raffle was not worth it...

That success and the promise of even greater profits ensured the continuation of scratch games. In Otara, one seller was forced to close his counter several times a day to prevent overcrowding, particularly on Tuesdays and Thursdays-benefit days. In Matron, thieves raided a local outlet’s rubbish bag in the hope that punters might have discarded winning California lottery tickets without realizing it. The game spawned look-alike competitions. Elsewhere, Presbyterians led the charge. In Wellington, church leaders appealed to Prime Minister Massey to curb the new wave of California lottery that were ''demoralizing'' the public. Newspapers, so supportive of the Massey government’s wartime sanctioning of charitable art unions, were now critical. The New Zealand Herald commented that the excuse for the flood of art unions that had deluged the Dominion recently had been to provide means of recreation'' ... but the effect had been to foster that spirit of gambling which, inherent in the individual, is all too rife in all sections of society''. Hot lotto is a lottery which is run by the US Multi State lottery association. It is played
in 11 states, including the District of Columbia. It was started on April 2002.it created an
entirely new market of middle sized jackpots. The draws are held on Wednesdays and
Saturdays. Hot lotto uses the computerized RNG in place of rubber ball/ping-pong ball
